The key coordinating agency for the president is the National Security Council (N.S.C.). Created by Congress in 1947, it serves directly under the president and is intended to help integrate foreign, military, and economic policies that affect national security. By law, it consists of the vice president, secretary of state, and secretary of defense. Recent presidents have sometimes also included the director of the C.I.A, the White House chief of staff, and the national security adviser as assistants to the N.S.C.
