Treaty: A formal public agreement between the United States and one or more nations that must be approved by two-thirds of the Senate.

Sentence

At the end of WWI President Woodrow Wilson negotiated the Treaty of Versailles, but he was unable to get 2/3 of the Senate to agree to pass it.
